The Editor in Chief can write down a comment on each article to be published in the HTML version of the article. To do, s/he can write it here. "EIC public comment" or "expert opinion" is accessible to EIC ONLY in the "Publish" states. Since only one note per article can be added to each, after adding a message by EIC, s/he can only edit the existing note. Then and after publishing an article, EIC's note will be published automatically on the same page of HTML.
After publishing an article, EIC's public comment could be read by all readers.
