Editor in Chief's Public Comment Feature

The Editor in Chief (EIC) has the unique ability to write a comment on each article before it is published in the HTML version. This feature, known as "EIC public comment" or "expert opinion," is accessible only to the EIC in the "Publish" state. The EIC can add only one note per article, and after adding a message, they can only edit the existing note. Once the article is published, the EIC's note is automatically published on the same HTML page, providing valuable insights and context to readers.
