Prior publication and secondary publication
Do not submit a paper, or a variation of a paper, that has already been published elsewhere — in any language, and including papers published in local-language journals. Submitting the same work twice is redundant publication, and Brieflands handles it under its plagiarism policy. Before submitting your manuscript, tell the editor-in-chief about any earlier appearance of the work.
Secondary publication
One exception is recognised. A paper already published elsewhere may be republished — for example as a translation, in full or abridged — as a secondary publication, but only where every one of the following conditions set by the ICMJE is met:
- Both editors have approved the secondary publication, and the editor handling it has access to the primary version.
- A publication interval that respects the priority of the original has been agreed between both editors and the authors.
- The secondary version is intended for a different readership; an abbreviated version may be sufficient.
- It faithfully reflects the authors, the data and the interpretations of the primary version.
- It tells readers that the paper has been published in whole or in part elsewhere, and cites the primary article in full.
- Its title states that it is a secondary publication — a complete or abridged republication, or a translation.
Secondary publication that meets these conditions is not redundant publication and is not plagiarism. Publishing the same guidance or consensus statement in more than one language is treated the same way — see Salami publication for what does and does not count as redundant publication.
Policy for Publishing Papers Presented in Conference Proceedings:
Before submitting a paper that has already been published in conference proceedings, it is important to inform the editor-in-chief of the journal you plan to submit it to. It is also necessary to obtain any required permissions from the original copyright holders if the rights were transferred to another publisher (such as the conference or proceedings publisher). This includes obtaining permission to reuse any copyrighted material, such as figures, illustrations, tables, photographs, or text excerpts. Permission must be obtained from the copyright holder before submitting your manuscript if you wish to use any copyrighted material.
